Anyone who has been anywhere to the "south" in the U.S will know or know of this phrase. It's a cute way to send an insult or to express sympathy or to just be bewildered. It's kind of a catch all.
Show your southern roots or use it to silently bemoan your circumstances. We are reminded of the phrase from a famous movie about lions, "I am surrounded by idiots." Now your people or kids or co workers will never know but you can smile and think about this when the situation requires it. Happy "bless your heart" moments coming right at ya!
